Politique agricole commune : 3 600 scientifiques pour un changement radical

Une Politique Agricole Commune désastreuse et un revirement plus que nécessaire. C’est l’appel signé par 3600 scientifiques européens, pour une PAC respectueuse de l’environnement.

Selon eux, cette politique est en partie responsable de la perte de biodiversité en Europe. Guy Pe’er, Biologiste allemand et co-auteur du rapport nous explique pourquoi.

“Everybody knows that agriculture is one of the biggest drivers of the crisis that we are seeing in biodiversity. So the biggest instrument in the CAP is called direct payment. This is an income support tool for farmers. The problem with this payment is that the bigger the area you have, the more you get paid. So smaller farmers simply don’t get support at all or they get very little. There is a lot of administrative burden as well, and this is not to say there is a problem only with farmers, but with how farmers are being paid to support the environment.”

Des aides à l’hectare sont versées sans contrepartie environnementale. Un défaut auquel les scientifiques souhaitent remédier avec des actions concrètes, alors que le budget européen 2021-2027 est en cours de négociation.

“One thing is to be concrete, to be sure that you list options for farmers to implement that you know are beneficial for the climate and biodiversity. Another way to make sure that farming benefits the environment : get the financial incentive to do it, and the more they promote the environment, the more they should be benefitting from that. One of the most urgent things is to change the governance of the CAP. To improve the CAP would be to simply engage scientists and farmers together during decision-making, not someone deciding for them and then telling them what to do.”

Pour rappel l’agriculture est responsable de 37% des émissions mondiales de gaz à effet de serre. C’est une des principales causes de l’accélération du changement climatique. Selon ces scientifiques et le GIEC, continuer dans ce sens pourrait aussi mettre en danger ce secteur essentiel.
